This is a group-based assignment. You should form a group of a maximum 4 members from your seminar group. Please elect a group leader. The responsibility of the group leader is to upload ALL the GBA component(s) on behalf of the group.
Part I: Essay
Question 1a (40 marks)
In an increasingly open and globalised society, Singapore faces mounting pressures to reconcile constitutional guarantees of freedom of expression with its longstanding emphasis on social harmony, public order, and national security. Critically examine how Singapore protects freedom of expression today.
Question 1b (30 marks)
Prosecutorial discretion in Singapore is vested in the Attorney-General. Critically discuss the scope and limits of prosecutorial discretion in Singapore. You are to identify if there is a duty to give reasons in the exercise of a particular prosecutorial discretion.
Part II: Group Presentation
Question 2 (30 marks)
Your group have been tasked by the Ministry of Law to prepare and deliver a Microsoft PowerPoint presentation targeted at the general public and various stakeholders (including but not limited to, lawyers, court counsellors, mediators, court officers, civil servants). Your group will be presenting on the development of judicial review in Singapore since its independence.
Your group should (i) examine the requirements that need to be satisfied for an application for judicial review (ii) and discuss the remedies available upon a successful judicial review application.
The presentation should include the following:
- Using AI tools responsibly, construct a timeline (in a table format) of key judicial review developments in Singapore from independence (1965) to the present day. Your timeline should identify landmark cases, legislative amendments, and constitutional principles that shaped the scope of judicial review.
- Examine the requirements that needs to be satisfied for an application for judicial review
- Discuss the remedies available upon a successful judicial review application and illustrate its application using case laws.
Additional Note:
- Please submit a recording of your group presentation in the form of a video in .mp4 format.
- The presentation must be delivered verbally, with every member of the group speaking. All members of the group must be present in the video (with video camera on).
- You may use meeting conferencing platforms to record the presentation or any other video production tools. The presentation must not be narrated by AI generative tools.
- The delivery of presentation should not exceed 15 minutes.
- You must upload the Microsoft PowerPoint slides in .ppt or .pptx format.
- In-text citations and a reference list must be provided in the presentation slides.
- There is no word limit to the PowerPoint slides, but the team must keep to a maximum of 10 slides excluding title slide and references.
