You are the senior health policy advisor for Governor Andy Beshear (D-KY). He has asked you to identify a health policy topic and recommendation that will help cement his health care legacy in Arizona since he is relatively newly elected. Your policy analysis should be structured as a memo and must follow the format discussed in class. You must consider three options to address the health care
issue of your choice, analyze them according to the three criteria of cost to the state, political feasibility, and another of your choosing, and recommend one of the policy options to the governor. Only one of the options you choose can be from the Executive branch (so two must be able to move through the
Republican-controlled legislature). You must include a side-by-side table summarizing your analysis,
which will not count towards the page limit.
